Moved-Seconded:

  • WHEREAS the Council of the City of Port Coquitlam considers the condition of the property located at 2224 Mary Hill Rd. (the "Property") to be a nuisance and a hazard as it creates an unsafe condition and is a danger to public health and safety;

    AND WHEREAS the Council has considered the following attached documents:

    1. Building Location and Condition,
    2. Enforcement Summary;

    NOW THEREFORE, pursuant to Sections 72, 73 and 74 of the Community Charter, Council of the City of Port Coquitlam, resolves:

    1. That the building identified in Attachment #1 to this report located at 2224 Mary Hill Rd. creates an unsafe condition.
    2. That the registered owner of the Property (the “Owner”) be required to completely demolish and remove the buildings identified in Attachment #1 to this report and restore the property to a safe and orderly condition. 
    3. That the Owner be required to comply with this resolution by the date that is 30 days after notice of this resolution is served or provided by registered mail; and,
    4. That if the Owner has not complied with this resolution within the specified time, City staff by its workers and others, may enter onto the Property without further notice to the Owner and perform the work specified in this resolution; the cost of performing the work shall immediately become debt owed by the Owner to the City; and such debt, if unpaid by December 31, 2021, with applicable interest on the City's standard terms for unpaid accounts, may be recovered by transferring the debt to the property tax account for the Property pursuant to Section 258 of the Community Charter.

Addressing Period Poverty in Canada (Councillor McCurrach)

Moved-Seconded:

  • WHEREAS equity-based policies around access to menstrual products helps to support inclusion, mobility, reduces stigma, and promotes gender equality;

    WHEREAS statistics reveal that 50% of those who menstruate indicate they struggled to afford menstrual products for themselves at some point;

    WHEREAS municipalities are on the front lines in addressing period poverty in our communities and therefore are in a position to offer insights on the needs and possible directions for the federal funding; 

    WHEREAS numerous jurisdictions across Canada have enacted policies to provide menstrual products in school, park, and civic restrooms to promote the health, mobility and participation of citizens; therefore be it

    RESOLVED, That FCM petition the Canadian Government to implement a national Period Poverty Task Force to investigate funding to assist in developing a comprehensive long-term response to period poverty in Canada; and be it further

    RESOLVED, That FCM advocate with the federal government for municipalities to be consulted on how the strategy and the funding is implemented.

  • Updating Building Codes and Occupational Health and Safety Regulations - Menstrual Supplies in Restrooms (Councillor McCurrach)

    Moved-Seconded:

    WHEREAS equity-based policies around access to menstrual products helps to support inclusion, mobility, reduces stigma, and promotes gender equality;

    WHEREAS publicly accessible restrooms across Canada are governed by federal and provincial Building Codes and Occupational Health and Safety Regulations, which state explicitly the amenities and supplies required by law, namely free toilet paper, soap, hand-drying facilities in all restrooms, urinals in the men’s restrooms, and sanitary disposal bins in the women’s restrooms; 

    WHEREAS the federal and provincial Building Codes and Occupational Health and Safety Regulations contain no mention of menstrual supplies, leaving it up to the individual workplace or building owner to decide if menstrual supply dispensers are installed for the benefit of their employees, clients, and building visitors, and if a cost is levied for the dispensed products;

    WHEREAS in May 2019, the Government of Canada started the process to amend the Canada Occupational Health and Safety Regulations, thereby ensuring emergency menstrual supplies will be as available as toilet paper in restrooms to employees who need them so they can focus on work; 

    WHEREAS numerous municipal jurisdictions across Canada have implemented new policies or pilot projects to put menstrual supplies in restrooms;

    WHEREAS amending Building Codes and Occupational Health and Safety Regulations will obviate the need for individual municipalities to pass resolutions or start pilot projects to put menstrual products in civic restrooms, and the proposed amendments will provide clear rationale for operating funding for menstrual products;  

    WHEREAS menstruation is a normal, healthy bodily function and needs to be managed immediately; 

    WHEREAS gender equity is a stated priority of the Federal Government; therefore be it

    RESOLVED that FCM petition the Canadian Government to work with all levels of government to update equity-based policy on menstrual supplies in Occupational Health and Safety Regulations; and be it further

    RESOLVED that FCM work with all levels of government to update their respective Building Codes to include equity-based policy on menstrual supplies in restrooms outside the home.
